To design a program evaluation proposal, evaluators should consider the approaches available and choose methods that promise to be most efficacious. To gather meaningful and relevant information from which to judge the effectiveness of a program, evaluators must have a structure and process for collecting the information. The data collection process will be smoother and will collect useful information when a program evaluation contains specified standards and criteria to be used in the evaluation. Correct sampling and data analysis is essential.
