Which National Security Council members would you expect to have the most important input to the decision making process on this issue? Discuss whether or not the ODNI Worldwide Threat Assessment anticipated that something like this might happen. Does the National Security Strategy document suggest what the US response might be? What instruments of national power could be useful in responding to this situation? What national security organizations are/could be involved?
