In the past year, citizen, department, and outside stakeholder complaints have been filed against the Department of Health administrators. Such complaints cited unprofessional leadership, unethical practices, insufficient customer and patient care, poor fire and emergency response time, and inability to implement change and resolve conflict within and amongst subordinates and staff. The Department of Health is composed of the following agencies:

Social Services,

Fire and Emergency Management, and

Human Services.

The School Board has a collaborative relationship with various government departments. In the last two (2) months, the School Board has charged department directors with failure to work collaboratively with the School Board on its efforts to:

Meet federal mandates regarding reformation of new policy issues that will impact the leadership of the Department of Redevelopment and Housing, the State Department of Education, and the State Department of Housing and Urban Development.

Support the academic leadership of secondary school principals by providing specific student data from the Department of Juvenile Relations, in an attempt to improve student retention and performance toward increase graduation rates.

Two Challenges to modern democracy identified in the film would be what socialist/ political scientist Hilliary Wainwright stated as “Powers that control money for their own purposes have effectively taken over government” Kijne, Chris. (Director). (2011). Another challenge stated in the film is with the political parties working together. According to John Keane, a professor of politics at the Centre for the Study of Democracy in London, “Parties that are suppose to be the link between citizens and government decision making are breaking down” Kijne, Chris. ◦ Assess if the separation of powers and checks and balances are strengths or weaknesses for modern democracies.

The separation of powers, which divides the tasks of the state into the legislative, executive, and judicial is a strength because a democracy with it is going to prevent abuse of power and gives safeguard freedom for all. As mentioned by Republic of Austria Parliament, “No one institution can become powerful in a democracy as to destroy this system” Republic of Austria Parliament (N.D.).

As far as checks and balances, in particular, the power of the executive branch has expanded enormously since the 19th century, disrupting the initial balance intended by the framers. Presidential vetoes, and congressional overrides of those vetos tend to fuel controversy, as do congressional rejections of presidential appointments and judicial rulings against legislative or executive actions. But overall, the system has functioned as it was intended, ensuring that the three branches operate in balance with one another. With this, I would say that it is also a strentgh rather than a weakness.

Two recommendations to address the shortcomings of modern democracy identified in the movie is to be more responsive to the people, discuss solutions to issues. Another recommendation is to have political parties work together, create change, and share ideas altogether.

◦ Explain why or why not modern democracy will survive.

I believe that democracy will survive but not without faults. Democracy will not, unfortunately, resolve complex events or most effectively use technology, or respond speedily but it peacefully holds accountable leaders who don’t fulfill their promises or better our lives, and rewards those who do. There are hundreds of millions have transitioned from fully authoritarian monarchies and pure dictatorships. To defend democracy we can enhance our chances of winning by empowering women as well as teaching children critical thinking skills they need to separate truth from lies.

Discuss the causes of conflict and cooperation at the local, national, transnational, and global levels surrounding the issues discussed in the film.

The biggest cause of conflict at all levels was the invasion of the big oil company Texaco which became Chevron. They created conflict at the local level with the indigenous tribes of Ecuador, at the national level by the Ecuadorian government getting involved, and at a transnational and global level with the involvement of lawyers, government officials, and company representatives as well as activists and other groups from different countries around the world. On the other hand, there has been the theme of cooperation on different levels as well. It has led to the growth of some significant multinational cooperation’s and also some very powerful national cooperation’s that now monitor the waste of the big oil companies as well as trying to undo and make reparations for some of the damage that has already been done.

Discuss the effects of conflict and cooperation at the local, national, transnational, and global levels surrounding the issues discussed in the film.

Again, the effect of conflict on all levels was how the oil companies Texaco and Chevron damaged the area’s they invaded and how that damage affected the people involved, either directly by causing the local and national health and environmental problems or those that have gotten involved on the global scale. And, once again, on the other side of the coin is the cooperation that has come about since the case was started, including the billions that have been ruled to be paid and the coming together of the many people against the big oil corporation and all of their lawyers and paid officials.

Describe the political behavior, human rights, and environmental justice issues revealed in the film.

The behavior of the politicians involved with allowing Texaco/Chevron to drill and dispose of their waste shows that they were able to manipulated in whatever way was needed to allow the companies in the country. Human rights activists showed they were able to rally a lot of attention to the issue that might not have happened without those activists. Environmental justice is still convoluted due to the many levels that are involved and can be blamed and in many situations including this one is unprecedented.
