The objective of the research paper is to conduct an analysis of an Emergency Operations Center at one level of government during a disaster. The research paper consists of a title page, introduction, body, conclusion, and reference page. The paper will consist of nine pages, including a title page and reference page.

The paper will analyze, describe, and evaluate three of the following criteria:

  1. the specific type of disaster (natural or man-made), the affected area, and vulnerable populations within the demographic area;
  2. the design and location of the Emergency Operations Center (EOC);
  3. the operations structure (Incident Command System);
  4. the interface between the federal, state, and local governments;
  5. how media relations are conducted to disperse disaster information to the public;
  6. the modes of communication within the EOC and between the public and private sectors;
  7. how stress management was facilitated;
  8. the positive and negative performance of the EOC;
  9. what improvements would you suggest and in what specific areas; and
  10. whether or not the emergency preparedness plan is effective for the hazard.

As you read Chapter 35, think about cyber communities, both deviant and “non-deviant,” and consider how these communities have come into existence over the past twenty years and how they have changed the way we relate to one another. Consider online learning, online dating, chat rooms, message boards, social networking, Skype, and instant messaging. Consider how your relationships with strangers, with loved ones and with friends have been impacted by these new communities. Consider how cyber communities impact deviant loners, colleagues, crews and formal deviant organizations.

For this assignment, we will address the foundational course objective that focuses upon the role of and challenges facing the private sector in securing the homeland. Specifically, you will write this paper from the perspective of a private sector business/organization within a critical infrastructure sector (not the sector itself). You are to write this research paper as if you are the director of security and preparedness (continuity of operation) for a company within your chosen critical infrastructure sector and let the CEO or COO know where your business stands in relation to working with the government sector, where improvements can be made, and what are the potential implications if public-private interaction is not improved. In your paper you will be expected to incorporating all of the topics we have covered thus far in class (i.e. critical infrastructure, continuity of operations planning, partnerships, information sharing, challenges, etc.). A good example of what NOT to use is NSA.Gov1.info (which some students have tried to use in research papers), not only is it not the NSA webpage, the site loaded with bogus information and if you scroll down to the bottom it says “This is a parody of nsa.gov and has not been approved, endorsed, or authorized by the National Security Agency or by any other U.S. Government agency.” Also, do not cite the weekly lessons as those are only basic information to start off the topic with. You need to use mainly scholarly and reputable academic books and journal articles.

– Use Times New Roman 12 point font;

– 1 inch margins on all sides with no paragraph indentation other than the first line by .5 inches
