The purpose of the CIKR Research Project is to have you demonstrate your mastery of the course materials and information presented throughout the semester, perform research, and think analytically and critically.

The requirement for the CIKR Research Project is to produce a research paper on one of the 16 critical infrastructure and key resource (CIKR) sectors. The paper is in two parts, and is worth 30 percent of your final grade.

Part I (15 points): Provide a thorough understanding of the sector that you have chosen. At a minimum, your paper include the:

  • policies that direct and guide the sector
  • structure and function of the sector
  • regulatory instruments that determine the standards and procedures; include changes to sector regulation in the post-9/11 era
  • the vulnerabilities of the sector and its potential threats against

Part II (15 points): The second part of the paper is to research a historical incident that affected the sector. At a minimum, this research should describe the incident and its impact on the sector. It should also identify lessons from the incident that have implications for infrastructure protection and resiliency. Finally, based upon all of the analysis, data, and information resulting from your research, discussions, and conclusions, make thoughtful recommendations about how you would propose changes within the sector to increase protection and security. These recommendations could take the form of new policies, regulations, organizations, and strategies. Be creative and bold.

The finished product must be a minimum of ten (10) double-spaced pages, and adhere to the stated policies for assignments. It is suggested you have a balance between both sections, so that each section is about 5 pages, followed by a conclusion that ties both parts of the paper together.

Based on your community assessment, including your windshield survey and the assessment information from your discussions, identify one aggregate or vulnerable population in your community that faces a community health problem. See units five (5) and six (6) in Nies and McEwen (2015) for examples of vulnerable populations and aggregates. Your community must be the area where you live or work.

  1. Introduction (one paragraph): The introduction should be interesting and capture the reader’s attention.
    • Provide a brief description of your community including the city name and state and key features.
    • Briefly introduce one aggregate or vulnerable population that you identified in your assessment.
    • Discuss the purpose of your paper. The purpose statement of the paper should relate to assessing this vulnerable population in your community.

  2. Vulnerable Population Overview (one to two paragraphs):
    • Describe one aggregate or vulnerable group in your community in greater detail.
    • Include your observations about this group from the windshield survey.
    • Discuss events or trends that have affected this vulnerable group such as economic conditions, trends in health related behaviors or disease rates, etc.
  3. Strengths, Risk Factors, and/or Barriers (two to three paragraphs):
    • Discuss the strengths, risk factors, and/or barriers that impact this vulnerable population’s health.
    • Include support from at least one scholarly peer-reviewed journal article in this discussion. Search peer reviewed journals to find a scholarly article that discuss the strengths, risk factors, and/or barriers faced by this vulnerable group. Summarize what you learned from this article and cite the source in the text and reference page (Author, year). For this section, you must choose at least one scholarly article from a peer-reviewed journal. The article must be less than 10 years old (less than 5 years is best). You may include and cite your textbook or other scholarly sources as well, but they do not count as the scholarly journal article.
    • Please do not include more than two short quotations, at the most. You will need to summarize and analyze the information from the article in your own words.
  4. Community Resources (one to two paragraphs):
    • Search your local public health department website, the internet, the local newspaper and/or telephone book for health resources available in your community for this vulnerable group.
    • Briefly describe the resources in your community that are available for this group.
    • Are these resources adequate? If so, why? If not, discuss gaps in services that you identified.
  5. Community Health Problem Diagnosis (one to two paragraphs):
    • Based on your assessment and the Healthy People 2020 objectives, identify and discuss one priority community health problem that a community health nurse could positively impact. Examples include an increase in teen pregnancies, prevalence of cancer, high incidence of tobacco use, above average infant mortality etc. The problem must relate to the aggregate or vulnerable population you identified.

Find a topic area that relates to your aggregate or vulnerable population. Click on the topic area and then click on the green “Objectives” tab. Find and state the Healthy People 2020 specific numbered objective (not just a goal) that describes your problem (ex. for teen pregnancy, the topic area Family Planning is relevant, click the green objectives tab and you might choose FP-8.1 “Reduce pregnancies among adolescent females aged 15 to 17 years” (US Department of Health and Human Services: Healthy People 2020, 2016, Objectives: Family Planning, para 8).
  6. Summary (one paragraph):
    • Summarize important points from the body of your paper including the aggregate or vulnerable group you identified and key factors that you discussed above that affect the health of this group.
    • Include a statement about the priority problem you identified.
    • End with a concluding statement.
  7. Reference Page:
    • The Reference Page should start on a new page (insert a page break). All references should be cited within the body of the paper as (Author, year) and the full reference should be included in APA format on the reference page. Because your department will be coming up for an accreditation performance review, this is a good time to start to evaluate data. Sex Research Ethics Tuskegee Study

A. After watching the Tuskegee study film, there are many violations of ethics that occurred within the study. This study would have violated many rules and conducts of today’s society, but during the 1920s-1930s when the study was issued, the film mentions that no one or very little people would care about the inhumane treatment of the all-black study group that was chosen for the study. This means the study was designed under racial motivations. The health officials who designed the study knew this and, therefore chose this study group in order to avoid any backfire from the inhumane conditions they operated under. The study group was not acknowledged of the treatment and diagnosis, but only told that they had “bad blood” and the study would cure them. A testimony from one of the study group members states that he received a spinal tap and had no idea what the purpose or reason for it. The film also mentions that those in the study group were given placebos and Advils in order to make them believe that it was medication to help cure the disease. The scientists and researchers who operated the study were only concerned with recording valuable information to create a treatment while neglecting the health status and needs of the study group which displays their wrong motives and malpractices. The researchers also understood that the black community of Tuskegee, Alabama were uneducated. They targeted this black community because they knew no one would speak up or ask questions about what or why something was done. The study was racially motivated, violated many ethics, and displayed dishonesty, distrust, and malpractices. I believe some of the ethical concerns facing sexuality research today can very much be related to the Tuskegee study. Issues with consent, dishonesty, and wrong motivations can create a study with malpractices. If researchers are conducting a study with the wrong motivations, patients and those in the study group may face inhumane conditions much like the Tuskegee study. Dishonesty from researchers can violate the patients’ rights to understand the reason for the study and its aspects.

B. The Tuskegee Study violated many ethical standards over its forty year period. A couple of main ethics I believe this study violated was honesty and integrity. The study was originally supposed to last six months, but instead lasted forty years, from 1932-1972. The impoverished African-Americans participating were promised free medical care from the United States government. However, researchers still continued the study after it lost its funding, but without informing that those infected would not get treated. The whole purpose of the study was to observe the history of syphilis in hopes of finding treatment, however when penicillin was proven to be a successful antibiotic to treat the infection, subjects did not receive the treatment. The participants were misled with the purpose, with what they were promised, and fully taken advantage of over the course of this study. I say this because researchers intentionally preyed on the indigent minority and researchers abused the situation those African-American men were in. The Tuskegee Study simply lacked concern and respect for their participants and I think overall negatively affected the subjects trust in healthcare professionals and healthcare as a whole. I feel the main ethical concerns facing sexuality research today is fidelity and trust and if the research is of beneficence. I think that researchers probably struggle with whether or not their study would benefit people and do good, especially if the study involves humans. This brings up an ethical concern regarding using people as subjects to test on; a life (or lives) could potentially be in the hands of the testers. In general, effective communication goes a long way; if sexuality research is conducted to gain a participants trust they need to be informed of the “purpose and the potential risks and [the] benefits” (Yarber, 2019, p. 31). In other words, full disclosure and effective communication would need to be understood by both of the parties involved to establish and maintain trust for an ethical study.
